Says that something is a rule or an arrangement set by others.

Verb dictionary or negative + ことになっている. Used for rules, customs, and schedules: 日本では家の中で靴を脱ぐことになっている. The decision is outside the speaker. Compare 〜ことにしている (personal rule).
