Piles another point onto the first, making the total stronger.
Sentence-opening connector, a bit more formal than それに. Often used to stress that things got worse (or better) in a row. Can also be written 上に as 〜うえに inside one sentence.
Examples
電車が遅れた。そのうえ、傘も忘れてしまった。
The train was late. On top of that, I forgot my umbrella.
彼は頭がいい。そのうえ、性格も優しい。
He is smart. Moreover, he has a kind personality.
