Says something is so strong that it inevitably produces a result.
Verb ない-form + ではおかない (also ずにはおかない). Formal and literary. The subject is usually a thing, such as a film or event, that moves people: 感動させずにはおかない. Not used for the speaker's own will.
Examples
この映画は、見る人を感動させずにはおかない。
This film is bound to move everyone who sees it.
彼の発言は、社会に大きな反響を呼ばないではおかないだろう。
His remarks will surely cause a big response in society.
