Adds one more thing on top of what was already mentioned.

Noun / plain form + (の)に加えて. Formal. Often adds a further difficulty or benefit. Compare 〜上(に), which is similar. The following part continues in the same direction (good+good or bad+bad).

雨あめに加にくわえて、強つよい風かぜも吹ふいてきた。

On top of the rain, a strong wind also started to blow.

基本給きほんきゅうに加にくわえて、残業ざんぎょう手当てあても支給しきゅうされます。
