〜に当たって: on the occasion of; when starting

Says that at the time of an important start, something should be done or prepared.

Noun or verb dictionary form + に当たって (also 〜に当たり). Formal. Used with big events: 留学に当たって. The second half is a preparation, an effort or thanks. Very close to 〜に際して.

Examples

留学りゅうがくするに当にあたって、ビザの手続てつづきを進すすめた。

When preparing to study abroad, I went ahead with the visa procedures.

新しん年度ねんどを迎むかえるに当あたり、一言ひとことご挨拶ごあいさつ申し上もうしあげます。

As we start the new fiscal year, I would like to say a few words.
