〜と思われる: it seems that

A modest, formal way to say what one thinks or what seems to be the case.

Plain form + と思われる (passive of 思う). Used in papers, reports, news. Softer than と思う because the speaker does not state it as personal opinion. Also 〜ものと思われる, 〜と考えられる.

Examples

事故じこの原因げんいんは、運転手うんてんしゅの不注意ふちゅういと思おもわれる。

The cause of the accident seems to be the driver's carelessness.

この数値すうちは、誤差ごさの範囲はんい内ないと考かんがえられる。

This figure is considered to be within the margin of error.
