Gives one example as the first or most important of a group.

Noun + をはじめとして + whole group: 社長をはじめとして、社員全員が参加した. Also 〜をはじめ. The example is a representative. Formal, but common in everyday writing too.

社長しゃちょうをはじめとして、全ぜん社員しゃいんが式しきに出席しゅっせきした。

All employees, starting with the president, attended the ceremony.

京都きょうとをはじめとして、日本にほん各地かくちで桜さくらが見頃みごろを迎むかえている。
