Says something is so strong that it inevitably causes a reaction in people.
Verb ない-stem + ずにはおかない (する becomes せずにはおかない). Subject is usually a thing or event; it moves people: 感動させずにはおかない. Written and strong. Not the same as 〜ずにはいられない, which is about your own urge.
Examples
彼の演奏は、聴く人を感動させずにはおかない。
His performance never fails to move those who listen.
その事件は、社会に大きな変化をもたらさずにはおかないだろう。
That incident will surely bring a big change to society.
