Says the quality is at its highest point, with no limit.

な-adjective stem or い-adjective + こと + 極まりない: 迷惑極まりない, 危険なこと極まりない. Formal, mostly negative things (失礼, 無責任, 迷惑). Praise is rare.

夜中よなかの工事こうじは、近所きんじょにとって迷惑めいわく極きわまりない。

Construction in the middle of the night is a tremendous nuisance for the neighbors.

安全あんぜん確認かくにんもせずに作業さぎょうを始はじめるとは、無責任むせきにん極きわまりない。
