Defines a term, or voices surprise at a fact.

N とは = what is N, defined as. Clause + とは + surprise: 来るとは思わなかった. Not 〜とは限らない (not always).

愛あいとは何なんでしょうか。

彼かれが来くるとは思おもいませんでした。
