〜ては: must not; repeatedly

て-form + は: a negative condition, or repeated action.

〜てはいけない = must not (casual: ちゃ). Repetition: 書いては消す. Negative evaluation: 〜ては困る.

Examples

ここで写真を撮しゃしんをとってはいけません。

You must not take photos here.

書かいては消けして、やっと完成かんせいした。

Writing and erasing, I finally finished it.
