〜までは: as far as (contrast); up until

まで plus は: stresses the end point and often contrasts it with what comes after.

駅までは歩きます means "as far as the station, I walk" (after that, I take the train). Time works the same: 五時までは働きます. Without は, まで just states the limit. For a deadline use までに.
