Describes an outcome or decision set by circumstances or others, not the speaker.
Dictionary or ない-form + ことになる. Used for official or external decisions, often in past: ことになった. 〜ことになっている describes a rule or schedule.
Examples
来年、大阪に引っ越すことになった。
It has been decided that I will move to Osaka next year.
来月から料金が上がることになりました。
It has been decided that fees will rise from next month.
