N5 · 06 Plain forms and te-form
The て-form of the copula だ/です: it joins 'X is A' to the next clause ('is A, and…'), or gives a reason ('is A, so…').
Not the particle で ('at; by means of'). Compare 静かで (being quiet) with 図書館で (at the library). である, ではない and でございます are built on the same で.
Examples

My older brother is a doctor, and my older sister is a teacher.
この部屋は静かで、明るいです。
This room is quiet and bright.
